General Manager

1. Manage and organize UCTV.

2. Is responsible for the performance of the organization.

3. Acts as a figure head to other organizations.

4. Should have a complete understanding of each executive board position.

5. Shall manage and head with the other officers, the executive board of UCTV.

6. Shall be responsible for collecting progress reports and compiling the minutes of executive board meetings.

7. Shall act as chairman at executive board meetings.

8. Is responsible for motivating and assisting executive board members when needed.

9. Shall be responsible for all legal and business matters concerning UCTV.

10. As there are no set office hours required, it is expected if the General Manager is not in class, he/she is at UCTV.

11. Shall have signature power to authorize, with the consent of the Operations Manager, Financial Manager, or Production Manager expenditures from University of Connecticut Student Television expenditures accounts.

12. Shall receive a stipend of $750.00 each semester.

Financial Manager

1. Shall be responsible for overseeing the revenues and expenditures of University of Connecticut Student Television accounts.

2. Shall have signature power to authorize, with the consent of the General Manager, Operations Manager, or Production Manager expenditures from University of Connecticut Student Television expenditures accounts.

3. Shall prepare with the advice of the Executive Committee an expenditures budget for the following semester to be approved at the last General meeting of each regular session semester.

4. Shall be responsible for work study.

5. Shall manage the PSA, PR, and PA positions.

6. Shall be responsible for all business and legal matters involving UCTV.

7. As there are no set office hours required, it is expected if the Financial Manager is not in class, he/she is at UCTV.

8. Shall receive a stipend of $750.00 each semester.

Operations Manager

1. Is responsible for the efficiency of daily operations at the University of Connecticut Student Television Station.

2. Shall act as "vice-president" to the General Manager’s presidential position.

3. In the absence of the General Manager the Operations Manager shall chair the Executive Committee of General Meetings.

4. Shall have signature power to authorize, with the consent of the General Manager, Financial Manager, or Production Manager expenditures from University of Connecticut Student Television expenditures accounts.

5. Is responsible for, and over sees the duties of Continuing Education, and Equipment Engineer

6. Has a total understanding of all equipment to the point where the Operation Manager is a resources for any questions about all audio/visual, broadcasting, telecomunications, and computer equipment at UCTV.

7. Shall oversee all use of equipment. This includes maintainance, equipment signout, and amount of use of equipment by members.

8. Has final responsibility for upkeep, upgrade, and maintenance of all equipment.

9. As there are no set office hours required, it is expected if the Operations Manager is not in class, he/she is at UCTV.

10. Is responsible for the duties of the Equipment Enginneer and Continuing Education Director. The Equipment Enginneer and Continuing Education Director make up the Production Manager’s committee and are to be supervised by this position.

11. Shall receive a stipend of $750.00 each semester.

12. Is responsible for maintainance, upkeep, and janitorial duties of the station.

Production Manager

1. Is responsible for the generation of original UCTV programming.

2. Must have production and management experience.

3. Shall generate a programming schedule for the entire semester for projected programming.

4. Shall coordinate with the Programming Director to insure a new program schedule for each week of the semester.

5. Shall coordinate with the Continuing Education chair to assign newly educated members to projects.

6. Shall create and organize projects for members to work on.

7. Shall have signature power to authorize, with the consent of the General Manager, Financial Manager, or Operations Manager expenditures from University of Connecticut Student Television expenditures accounts.

8. Has a total understanding of all equipment to the point where the Production Manager is a resources for any questions about all audio/visual, broadcasting, telecommunications, and computer equipment at UCTV.

9. Is responsible for the duties of the Programming Director and News Director. The Programming Director and News Director and any other producer of UCTV original programming make up the Production Manager’s committee and are to be supervised by this position.

10. Shall be responsible for all programming and its content aired on the channel.

10. Shall receive a stipend of $750.00 each semester.

 

Equipment Engineer

1. Must complete a minimum of 5 office hours per week with a minimum of 1 hour per day.

2. Must have a very good understanding of the technical aspects of TV Production.

3. Will be responsible for maintenance and repair of all equipment (This includes batteries, cameras, media100, tripods, lights, monitors, etc.).

4. Must keep accurate logs of equipment signout and use.

5. Will be responsible for the condition, availability, and use of all equipment

6. It is the duty of the Equipment Supervisor to research any new equipment that may be purchased (This includes comparing and contrasting the price and quality of products to insure the most effective use of funds).

7. Must make sure all equipment is accounted for, all batteries are charged and no equipment is faulty.

8. Must know how to operated SVHS Cameras, SVHS VCRs, Linear editing system, Media100, Macintosh Computer, video switcher, 3-chip cameras.

9. Keep an accurate up to date inventory of all equipment and materials.

10. Must Chair and manage Equipment committee.

11. Must keep track of all equipment manuals and organize them in a way so they can be used as a reference.

12. Must keep track and complete all equipment warranties.

13. Shall report to the Operations Manager and with the Continuing Education Director, shall make up the Operation Manager’s committee.

14. Shall receive a stipend of $500.00 each semester.

Internal Affairs

1. Organize in-house events such as New York trip, Banquet, etc. to boost member moral.

2. Inform members of events general Meetings, UCTV news.

3. Write news letter to alumni.

4. Call all members to inform them of General Meetings.

5. Is responsible for keeping all general members informed of UCTV events, productions, programs and/or all that UCTV has to offer the General Membership.

6. Must complete a minimum of 5 office hours per week with a minimum of one hour per day.

7. Create and maintain a UCTV web page. (Included on this page could be a brief history of the station, highlights of programming, Executive board names and numbers, location of station, What’s New, and a comments page to survey audience opinion.)

8. Will chair and recruit members for a Public Affairs Committee.

9. Shall report to the Financial Manager and with the Public Relations Director, shall make up the Financial Manager’s committee.

10. Shall act as a human resource director and social chair for UCTV.

11. Shall receive a stipend of $500.00 each semester.

Public Relations

1. Is responsible for all advertising that promotes UCTV, its business, its events, its programming, and what it has to offer the undergraduates of Uconn’s Storrs campus.

2. Promote UCTV to the General Public.

3. Is responsible for advertising programming schedule.

4. Is responsible for organizing UCTV sponsored events that cater to the general public. Such events would be those opne to all students not just general members and recruitment opportunites.

5. With Internal Affairs will organize the UCTV banquet.

6. Is responsible for getting UCTV’s name out to General Public. (This can be done with flyers, T-shirts, mugs, key chains, mugs, Ample portions, etc.)

7. Will chair and recruit members for a public Relations committee.

8. Will complete a minimum of 5 office hours a week in which a minimum of one hour per day will be served.

9. Is responsible for collecting feedback for the organization and its efforts. This includes finding out UCTV’s most effective advertising strategies; public oppinion polling of the organization, its reputation, its programming; and the most effective promotion and marketing strategies.

10. Shall report to the Financial Manager and with the Internal Affairs Director, shall make up the Financial Manager’s committee.

11. Shall receive a stipend of $500.00 each semester.

 

PSA Coordinator (defunct)

1. Is responsible for the production of Public Service Announcements for non-profit organizations as well as Promos for UCTV.

2. Will head and manager the PSA committee designed to produce PSAs.

3. Work with Continuing Ed. to know which members have been trained and get them started on PSAs.

5. Is responsible for a PSA master tape containing all PSAs with a detailed log keeping track of each PSA for both non-profit organizations and UCTV. (Two tapes)

4. Shall receive a stipend of $500.00 each semester.

Continuing Education Chair

1. Manage and organize the Continuing Education committee.

2. Must be well educated in the use of all UCTV’s television production equipment.

3. Will conduct Training Sessions on how to operate the equipment, specifically the video cameras and the linear editing system. (In the past there have been two seminars: One teaching camera work for one hour and a second teaching linear editing, also taking an hour.)

4. Work with Equipment Engineer to organize all instruction manuals for equipment into a comprehensive resource.

5. Shall organize lesson plans with supplementary materials for all members who take the training sessions for the purpose of further education and to act as a reference for members to rely on when an executive is not available to answer questions.

6. Shall be responsible for organizing and updating the internship file folder.

7. Shall report to the Operations Manager and with the Equipment Engineer, shall make up the Operation Manager’s committee.

8. Shall receive a stipend of $500.00 each semester.

Programming Director

1. Must create programming schedule for airing no less than 2 weeks in advance for UCTV.

2. Must keep accurate logs of all programming both original and contractual.

4. Must keep accurate logs of all traffic on the channel (i.e. records and/or logs of everything that is aired on the channel).

5. Must assemble programming on to air-tapes for broadcasting .

6. Must recruit and manage a programming committee.

7. Must insure and maintain a high level of broadcast quality on the channel.

8. Must complete a minimum of 5 office hours per week where a minimum of one hour per day is required.

7. Must post current programming on Programming Boards in the main office of UCTV for the channel.

8. Acquire programming from other college television stations.

9. Will screen and evaluate programming intended for broadcasting for "questionable" content. Any and all questionable programming should be reported to the Programming Manager.

10. Shall act as liaison between UCTV and all outside programming providers.

11. Shall receive a stipend of $500.00 each semester.

 

It is imperative that all committee heads FORM COMMITTEES. These committees will lighten the work load and make things easier for the committee heads. Also it is from these committees that replacements will be found for positions opening in the future. Due to the high rate of turn around it is crucial that their will be someone to take over a position after a committee head graduates or leaves.

It is also imperative that progress reports are filled out and handed in on time. Communication in an organization is crucial and it is important that everyone has a firm grasp of what’s going on.

Progress Reports

Progress reports must be written and handed in by each committee head at each executive meeting to their designated Manager.

Each progress report will be written documentation of what was accomplished by each executive member during the week between executive meetings, i.e. from one progress report to the next.

Progress reports will be slightly more detailed than the report the executive member gives at the executive meeting.

Each progress report will list the accomplishments of the executive member for the past week and list the future plans of that exec for the following week or shortly after.

Each progress report will be logged into the minutes of each executive meeting.

After each accomplishment, try to include the date it was done.

Three Strikes Policy

The three strikes policy is a disciplinary policy designed to inform UCTV executive members when they have not met the duties and expectation placed on them by UCTV.

How it works:

A UCTV manager gives a committee head their "orders" for the week. These orders are a list of expectations the manager has assigned to the committee head to complete by certain due dates

If the committee head does not complete one or more of these expectations, the manager has the option to issue a performance appraisal. This performance appraisal is considered the first strike and details in writing, what the committee head failed to do. A performance appraisal can also be issued if a committee member is in violation of the UCTV Constitution or in violation of a Uconn regulation. One violation does not necessarily warrant an appraisal. Appraisals are issued at the discretion of the superior and can list more than one offence.

The first strike is just a warning. The second strike is also considered a warring, however pay will be docked for one pay period. The third performance appraisal issued is the third strike and notification of termination.

Each appraisal must be signed by the officer issuing the appraisal and the General Manager. The appraisal is not valid without the GM’s signature and the signature of the officer under which the committee head is positioned as dictated by the UCTV hierarchy.
